1) There is an intrinsic characteristic impedance of the medium itself - this is measured and acknowledged by 'The Science' and NASA
2) The attenuation/refraction caused by matter in the path is a separate issue - eg light refracting through glass or water
Back to 1) The space impedance or obstruction is 377 Ohms. This is a constant of the dielectric substrate.
Back to 2) Field gradients and static charges between the Earth and Moon alter the local electric potential, but they never change the baseline impedance of the medium itself to wave propagation.
Within 2) We have atmospheric effects. When a wave leaves Earth, passing through air, water vapor, and the ionosphere there is no 'induction'; instead there is refraction, phase retardation, and Faraday rotation (polarisation shift).
Once the wave exits the atmosphere into the space between Earth and the Moon, it travels through the dielectric plenum with minimal plasma interaction and is subject to the Ohm impedance.

The idea of a physical thing only interacting with electromagnetism is what makes me think "it's not real".
I know energy is not physical, so perhaps it's some energy field instead.
But then, how does light etc use other energy as a medium? It feels like a definition using its own definition, aka recursion.
