Now do Col. Thomas Bearden, who recognized the Quantum "Vacuum" as an active medium and basis for a conceptual aether, but managed to reframe the discussion of electrodynamics to allow for "free" energy drawn from that "quantum vacuum" without blithely dismissing all the other progress we've made, such as understanding electrons as the vehicles for accumulating and transferring electric charge in the atmosphere (a non vacuum of gasses and water) and in Leyden jars.
